FOREWORD AND ENDORSEMENT

 By the Founding Chairman of the Council of Governors H.E Isaac Ruto.

The County Governments of Kenya are undoubtedly the new enclaves of future social and economic development in the Country.

Service delivery and devolution is one of the most important key pillars of the new constitution, alongside public participation, Bill of Rights, Separation of Powers etc. As chairman of the Council of Governors I will, together with the 46 other Governors, entrench and protect devolution as enshrined in the constitution. For clarity, allow me to state that as in the preamble: Kenya is one indivisible sovereign nation. That sovereignty is exercised at two levels- National and County levels.

The two levels of government are distinct and interdependent and shall conduct their mutual relations on the basis of consultation and cooperation – No level of government is superior or superintends on the other.

 

From the past few months to the next few years, critical social and economic changes will be taking place in our counties. The foundations of the new devolved system of government will be laid. Kenyans are already sensing momentous restructuring of their country. There are high expectations and much anxiety.

Change is coming – positive change.

It is 50 years since we attained our independence and what a way to celebrate this than what our new constitution, 2010 has presented to us all.

This new change is enabling us to set new foundation stones that will support this nation for the next 50 years and many more years to come. This is a milestone in our country’s history it is also remarkable in global terms. Many countries both rich and poor have transferred power and resources to devolved levels of government. A precious few have done so successfully. We as a nation must set an exemplary example. It will be our pride as Kenyans should we succeed and it can be our downfall if we fail. As leaders, we have taken oath never to allow failure to be an option.

As a county we still face the challenges of slow growth, unacceptably high levels of unemployment, pervasive poverty, poor prices for our crops in the agrarian parts of the country - the tea farmers receive poor pay, our milk is underpriced, our maize is bought at rates that do not enable the farmers to break even, difficulty in accessing markets, poor infrastructure, just to mention a few of our challenges.

Devolution is that new ray of hope that will uplift us all from the challenges of the last 50 years. I can also assure you that if we jealously safeguard our devolution as provided by the constitution, we can indeed achieve our development dream much faster than we could ever imagine. If our people are empowered at the county levels, at the ward levels, at the village levels – at the grassroots; this country will witness an economic growth never witnessed before in the history of our nation.

Devolution will create much needed bottom-up economic growth stimulation.

The County Governments are currently operating under the County Integrated Development Plans (CIDPs), which are master plans broken down into annual work plans. The development of these blue prints involve public participation, are people owned, bottom-up county development aspirations. All County Planning in all the 47 counties of Kenya have been aligned to be in harmony with the Government of Kenya’s vision 2030. I have no doubt that if all leaders both at county and national levels, at the private and public sectors, the SMEs to the Multinationals, work in harmony and with a common vision, Kenya will witnessed transformation in its socio-economic development at margins never witnessed in the 50 years of independence.

I believe that this New Look Kenya Guide has a single purpose – that of promoting the welfare of Kenyans through the creation of avenues and a platform that will open up our counties, promote intra-county, inter-county and international trade and investment that will benefit Kenya at large. The New Look Kenya Guide, I believe will cause a ripple effect that I believe will go towards alleviating poverty through the creation of an enabling environment for business, trade, jobs, enhanced income to our farmers, improvement of infrastructure, clean water, healthy families, better lifestyles for all.

A healthy nation is a prosperous nation.

We hope that the New look Kenya Guide be herald a new channel of giving voice to the silent majority and at the same time shine the light of development at our new enclaves of growth, the 47 Counties of Kenya.
